Local authority strategies and commissioning plans should be based on as robust a needs assessment as possible, and there are a number of reasons as to why needs assessment for housing-related support services is more difficult than for health, housing or social care. HGO has developed an innovative approach to carrying out needs assessment on a regional, sub-regional or single authority basis.
This involves using a methodology originally developed for the National Housing Federation. The NHF model has now been further developed by HGO, particularly in wholesale needs assessment exercise in the North West.
HGO is thus equipped to carry out needs assessment exercises or to act as advisors to Authorities carrying out their own needs assessment, including as part of the Joint Strategic Needs Assessment. As part of this approach HGO can make available to Authorities an IT system for repeating and updating needs assessments in the future.
