HGO has developed an assessment tool to be used as the basis for deciding how much SP should pay in jointly-funded services. A custom-designed spreadsheet tool turns these assessments into a score that can then be manipulated by changing the basic assumptions. The end result is a framework that allows for negotiation between the various interested parties in a way that is flexible, transparent and fair. A number of Authorities have purchased and used this tool successfully including Oldham, Wigan, Warrington, Blackburn with Darwen, York, Worcestershire, Devon, Kensington and Chelsea, Waltham Forest, Portsmouth, Wokingham, and Buckinghamshire.
